The objectives of the contemporary city are today mainly linked to the demand for urban regeneration. These needs have led to a renewed interest in the problems relating to the reconfiguration and reuse of the existing city, requiring integrated approaches suitable for intervening in the various settlement forms: historical and consolidated cities, urban peripheries, metropolitan suburbs, widespread settlements. In an attempt to overcome the long years in which attention was paid almost exclusively to the quantitative growth of new settlements, research and experimentation in the field of urban planning have brought back interest in defining those aspects of planning capable of guaranteeing, through new strategies, tools and implementation mechanisms, the characteristics that define urban and environmental quality in Europe: public space and collective structures as a reference structure for sociality and cultural integration, the enhancement and use of the natural environment, the preservation of identity historical as a civil value of its territory and a privileged field of design innovation. The research examines the relationship and potential integration between urban regeneration policies and development policies for mobility (infrastructure components and transport services). In particular, the most recent methodologies and experiments relating to urban regeneration, ITC innovation for smart cities, actions to improve the conditions of mobility, accessibility, tourism in urban contexts are investigated. The thesis consists of 4 chapters. The first chapter is an introductory chapter to the research topic. The objectives and the assumptions assumed, the methodological orientations, the prefigured research phases and, finally, the expected results are illustrated. The second chapter proposes a state of the art on the theme of urban regeneration and on the issues of interest connected to it, such as innovative policies for urban regeneration, smart city, tourism, innovative policies for sustainable mobility and territorial accessibility. The third chapter describes the methodological approach proposed for the pursuit of the research objectives. Planning tools are now widely used in city government policies and their development. However, for urban planning, models and tools for simulating the evolution of the territory are not used as occurs in the analysis of the transport system. The planning approaches relating to urban planning and mobility are different both from the methodological point of view and from the point of view of. The close link between these two disciplinary areas would suggest a necessary integration, which however occurs rarely and not infrequently there are differences with respect to the expected results. Sectoral instruments are not always coordinated and coherent, while a synergy of actions would be desirable. A comparative framework of planning tools relating to the sectors of urban planning and mobility in the Italian context is proposed, suggesting a direction of action aimed at integrating or coordinating the various components. Particular attention is paid to the areas of the Plan relating to urban regeneration that has an impact on social inclusion, on the mobility of people and on new ITS (Intelligent Transportations System) technologies. The results of some application contexts with respect to the proposed analysis methodology are reported in the fourth chapter. The various case studies are divided according to the different thematic areas investigated and described in the previous chapters. The assumption is that appropriate actions aimed at improving the conditions of mobility within the neighborhoods (or the entire city) and the conditions of accessibility to the neighborhood (or the city) from the outside, contribute to increasing their economic potential and inducing regeneration and restoration actions.

Gli obiettivi della città contemporanea sono oggi principalmente legati alla domanda di rigenerazione urbana. Queste esigenze hanno portato ad un rinnovato interesse per le problematiche relative alla riconfigurazione e al riuso della città esistente, richiedendo approcci integrati idonei ad intervenire nelle diverse forme insediative: città storiche e consolidate, periferie urbane, periferie metropolitane, insediamenti diffusi. Nel tentativo di superare i lunghi anni in cui si era prestata attenzione quasi esclusivamente alla crescita quantitativa di nuovi insediamenti, la ricerca e la sperimentazione nel campo dell'urbanistica hanno riportato interesse a definire quegli aspetti di pianificazione capaci di garantire, attraverso nuove strategie, strumenti e meccanismi di attuazione, le caratteristiche che definiscono la qualità urbana e ambientale in Europa: spazio pubblico e strutture collettive come struttura di riferimento per la socialità e l'integrazione culturale, la valorizzazione e la fruizione dell'ambiente naturale, la conservazione dell'identità storica come valore civile del proprio territorio e un campo privilegiato di innovazione progettuale. La ricerca esamina la relazione e la potenziale integrazione tra politiche di rigenerazione urbana e politiche di sviluppo per la mobilità (componenti infrastrutturali e servizi di trasporto). In particolare, vengono indagate le più recenti metodologie e sperimentazioni relative alla rigenerazione urbana, innovazione ITC per smart city, azioni per migliorare le condizioni di mobilità, accessibilità, turismo in contesti urbani. La tesi si compone di 4 capitoli. Il primo capitolo è un capitolo introduttivo all'argomento di ricerca. Vengono illustrati gli obiettivi e le ipotesi assunte, gli orientamenti metodologici, le fasi di ricerca prefigurate e, infine, i risultati attesi. Il secondo capitolo propone uno stato dell'arte sul tema della rigenerazione urbana e sui temi di interesse ad essa connessi, quali politiche innovative per la rigenerazione urbana, smart city, turismo, politiche innovative per la mobilità sostenibile e l'accessibilità territoriale. Il terzo capitolo descrive l'approccio metodologico proposto per il perseguimento degli obiettivi di ricerca. Nelle politiche di governo delle città e del loro sviluppo si fa ormai largo uso di strumenti di pianificazione. Per la pianificazione urbana non si ricorre tuttavia a modelli e strumenti di simulazione dell'evoluzione del territorio come avviene nell'analisi del sistema dei trasporti. Gli approcci di piano relativi all’urbanistica ed alla mobilità sono diversi sia dal punto di vista metodologico sia dal punto di vista delle. Il legame stretto tra queste due aree disciplinari suggerirebbe una necessaria integrazione, che tuttavia si verifica raramente e non di rado ci sono differenze rispetto ai risultati attesi. Gli strumenti settoriali non sono sempre coordinati e coerenti, mentre sarebbe auspicabile una sinergia di azioni. Viene proposto un quadro comparativo degli strumenti di pianificazione relativi ai settori della pianificazione urbana e della mobilità nel contesto italiano, suggerendo una direzione di azione finalizzata all'integrazione o al coordinamento delle varie componenti. Particolare attenzione è riservata alle aree del Piano relative alla rigenerazione urbana che ha un impatto sull'inclusione sociale, sulla mobilità delle persone e sulle nuove tecnologie ITS (Intelligent Transportations System). I risultati di alcuni contesti applicativi rispetto alla metodologia di analisi proposta sono riportati nel quarto capitolo. I vari casi studio sono suddivisi in base alle diverse aree tematiche indagate e descritte nei capitoli precedenti. Il presupposto è che azioni appropriate volte a migliorare le condizioni di mobilità all'interno dei quartieri (o dell'intera città) e delle condizioni di accessibilità al quartiere (o alla città) dall'esterno, contribuiscano ad aumentare il loro potenziale economico e a indurre la rigenerazione e azioni di ripristino.
