Climate Change and Covid 19 appear as the twin threats of Anthropocene, both emerging from our hyperglobalized society and showing a collision course between humankind and natural system. Resilience and Post-Carbon Transition were already mainstreamed concepts in climate policy debate, but with the current crisis they become even more important. From one hand the pandemic has been a test for future shocks. From the other it opens new future scenarios, sometimes paralyzing and sometimes accelerating ongoing trends of global changes. The Recovery Package will open new possibilities for economic development and innovation, and some of these economic resources will be reserved for Energy Transition objectives. As part of the Horizon 2020 TREnD project (“Transition with Resilience for Evolutionary Development”, Horizon 2020- MSCA-RISE 2018), my thesis is focused on two main objectives: to build a frame of references for linking together Resilience and Post Carbon Transition in the Evolutionary framework, and to search for a set of indicators for measuring the ongoing trends of urban resilience and low-carbon transition. The rise of pandemic emergency has also introduced the need to make a preliminary overview of the risks associateded with major global changes to understand how the current crisis is intersecting ongoing transition trends and what lessons can be learned to strengthen urban resilience. The research design is thus structured on two main blocks: the first is based on the review of existing literature, focusing particularly on the topics of global changes, climate emergency, resilience strategies, post-carbon scenarios, transition management and evolutionary development; the second is based on the case study of the city of Boston, being one paradigmatic example of multiscalar policy approach oriented to resilience building process and post carbon transition.
Il cambiamento climatico e la resilienza possono essere considerate due sfide sorelle nell’Antropocene: entrambe sorgono dalla nostra società iperglobalizzata, entrambe rendono manifesta la rotta di collisione dell’uomo con l’ambiente naturale che lo circonda. Resilienza e Transizione Post-Carbon erano già concetti affermati nel dibattito sulle politiche climatiche. Con il sopraggiungere dell’attuale crisi, diventano oggi punti chiave delle agende politiche internazionali. Da una parte l’attuale pandemia si presenta come un test per gli shock futuri, dandoci l’opportunità di riflettere sulle vulnerabilità emergenti, le inefficienze di sistema e la nostra capacità di reagire ai processi distruttivi che si instaurano; dall’altra parte la crisi in corso apre nuovi scenari, a volte paralizzando, altre volte accelerando i trend dei cambiamenti globali in atto. Con i Recovery Plan si apriranno nuove possibilità di sviluppo economico e parte delle risorse economiche messe a disposizione sarà destinata agli obiettivi della transizione energetica. La presente tesi è parte del Work Package1 del progetto TreNd (Transition with Resilience for Evolutionary Development- Horizon2020-MSCA-RISE2018) e si focalizza su due obiettivi principali: costruire un framework in cui i concetti di Resilienza e Transizione Post Carbon convergano con le teorie dell’ Evolutionary Development e cercare un set di indicatori per misurare i trend attuali di resilienza e transizione. La prima parte si focalizza sui più importanti cambiamenti globali in corso, al fine di capire come l’attuale crisi stia intersecando e influenzando le traiettorie di transizione e cogliere lezioni utili per rafforzare la resilienza urbana. Il sorgere dell’emergenza pandemica ha sollevato la necessità di dare uno sguardo preliminare ai rischi legati ai più importanti cambiamenti globali in corso, al fine di capire come l’attuale crisi stia intersecando e influenzando le traiettorie di transizione e cogliere lezioni utili per rafforzare la resilienza urbana. Il progetto di ricerca è dunque strutturato in due blocchi: il primo si concentra sulla letteratura esistente, focalizzandosi in particolar modo su cambiamenti globali, emergenza climatica, strategie di resilienza, scenari post carbon, transition mangement e evolutionary development; il secondo si focalizza sul caso studio della città di Boston, essendo un esempio paradigmatico di politiche coordinate multiscalari orientate ai processi di costruzione della resilienza e alla transizione Post-Carbon.
