The paper proposes a reading of the NRRP with the aimof interpreting in an extensive way the interest in urban systems and territories, as irreplaceable theatres of the profound review of the country system. In the space of a quarter, local authorities will be called upon to guarantee a planning process aimed at pilot projects for the cultural, social and economic regeneration of villages at risk of abandonment, projects for Cultural and Social Regeneration, and the drafting of Integrated Urban Plans. Tight deadlines also for projects aimed at the regeneration and requalification of Italian parks and gardens of cultural interest. The results of the rankings already approved for urban regeneration and public housing projects presented by Regions, Municipalities and Metropolitan Cities, allow for initial considerations on the risk that the objective of territorial rebalancing may not be achieved if a prudent national direction is not activated to support the territories in achieving a high level of planning. Faced with such significant resources, the opportunity for territorial rebalancing cannot be wasted, because this would introduce a new, profound disappointment in the possibility of achieving similar opportunities for the citizens of the national territory. In order not to reduce this moment to a mere opportunity to observe phenomena, record impacts, evaluate effects, the Universities -which, with the role of the ThirdMission, have guaranteed a fundamental impulse for the social, economic and cultural future of their territories of belonging- should be fully involved in the planning process, also in order to call upon and co-empower all the energies that specific territory can express.
