The contemporary city deserves and needs ur-ban regeneration interventions. It is possible only through integrated intervention tools entrusted with accessing a broader notion of physical decay. They place at the centre the right of citizens to quality of life declined in its various urban, social, economic, and environmental aspects. Urban regeneration is still an open question. Proof of this is the lack of a unitary legislative framework for this practice, which must become one of the foundations for the govern-ance of the contemporary city. Currently, the draft-ing of a bill Measures for urban regeneration aims to define the fundamental principles in the field of urban regeneration and the related incentives for interventions. Actions to be carried out primari-ly in the already urbanized degraded areas to be redeveloped, within the limits of the state-regions concurrent legislative competence in matters of ter-ritorial government. Placing urban regeneration as a core of the sustainable development of the con-temporary city implies a new way of imagining the growth of the future city. From the Aalborg Charter (1994) we have arrived at the Toledo Declaration (2010) and to other measures. They have indicat-ed the strategic importance of urban regeneration in terms of ecological-environmental sustainability. In particular, to achieve an urban alliance of stake-holders involved in the transformation process, a city-building is necessary based on consent and le-gitimized by a new form of governance. The culture of urban regeneration must assert itself and become pervasive first of all within public administrations at all levels – state, regions, provinces, municipalities – and in the business world, starting with construction, and more widely among the citizens.
