The main objective of this research is to face the problematic of (re)design strategies definitions concerning the intervention in the historical centres of the Mediterranean cities. A new urban category has been defined in the locution “liminal historical centres”, parts of the city spatially and nominally contiguous to the classic historical centres, but characterized by economic depression, social and cultural degradation and control of territory in the hands of mafia. The result of the research is the creation of a synergy between ONGs, already active on territory, and researcher or research structures representative, in order to create a “presidium” of innovation and, doing so, create the basis for the renewal of these quarters. This organization can be considered a “science shop” model based, a structure that, according with the European Commission’s Action Plan on Science and Society for a community-based research (CBR), foretells the collaboration between civil society and researcher to resolve the problems of cities and the diffusion of scientific knowledge. The purpose of this structure is the study of the evolutional lines of the quarters, the proposal of development scenarios for the quarter, and a continuous monitoring of its state. The presidium is also expected to provide solutions for the little problems of the community. The experimentation of this research work has been conducted in the city of Catania (Sicily). Have been activated contacts with ONGs that have been operating since years in the degraded quarters, and with worker’s unions interested to a general improvement of life conditions in those city zones. This collaboration has product a statute in which has been expressed the principal objectives of the presidium – science shop, the rules and responsibility of all the actors involved in it, and is considered the correct use of resources and the sustainability of each kind of intervention in the territory as an unavoidable condition for the creation of real basis for the development of the society. Afterwards have been established the operational characters of the presidium, defining, then, what to do and how. The last part of the research is a simulation of the activities of the presidium studying the historical characters as well as the urban, morphological, social and architectonical ones.
Il contributo si colloca nell’alveo della ricerca che muove intorno al tema della “Progettazione dell’esistente”. Esso affronta la problematica generale della definizione di nuove strategie per la (ri)progettazione dell’esistente, con una impostazione che indaga specificatamente i caratteri localistici in area mediterranea, attraverso la lettura del rapporto tra innovazione tecnologica e nuova “urbanità” Piuttosto che sul progetto, il contributo propone una riflessione sul processo che ne determina la nascita. In tal senso il percorso di ricerca ha cercato di comprendere, esemplificandoli, i meccanismi che possono portare all’affermazione di una struttura/strumento in grado di garantire l’individuazione degli obiettivi e dei percorsi per il loro conseguimento nell’opera di riqualificazione delle città storiche. La ricostruzione del luogo non può più iniziare dai grandi sistemi, dalla grande pianificazione (che al più organizza ordinatamente il territorio della produzione), ma dalla riconquista molecolare di sapienza ambientale e dai microequilibri locali che da essa promanano. Obiettivo del presente lavoro è proporre un modello operativo, ispirato agli Science Shop di matrice europea, con il fine di ricercare i detti microequilibri attraverso l’autogoverno e la trasformazione degli stili di vita delle comunità insediate, per affrontare il degrado territoriale in forma diversificata. L’innovazione del modello proposto si fonda sull’assunto che gli interventi di gestione e trasformazione del territorio, visto come sedimentazione di culture, peculiarità ambientali e paesaggistiche, emergenze sociali, relazioni economiche e intreccio di forze in continuo divenire, impongano un’azione che trascenda la rigida separazione delle discipline scientifiche.
