Today, in every urban area, the technological nets in the subsoil, provide essential services for the life and the job of the users, but we need permanent mantainment, modernization and widening, to allow and strengthen the required functions. For this reasons, the Order of the Italian President of Ministers’ Council (DPCM) 3.3.1999, introduces two fundamental concepts concerning the management of the nets: the former, deals with the better usage of the same, in order to reduce both the economic costs and the inefficiencies; the latter, is consistent with the creation of a fixed employment of the subsoil, intended as a space, characterized by a non rational and sometimes fateful disposition of the services. In fact, it fixes both the ways and all the actions, the creation in the managements and the maintenance, to allow a correct relationship between a public Board and other institutions, managers of services and consumers. The work we propose, wants to show the powers of the usage of a GEODATABASE for the construction of a Territory Informative System of a technological nets, allowing the representation and integration of different information about these nets, and making available to the consumers the whole territorial databases, and consequently, passing from a situation of randomness to a knowledgeable and system-mapping stage, to develop a general planning, leading to the general urban Plan of the Services in the Subsoil (PUGSS).
