he landscape of European public policy is currently undergoing a phase of profound paradigmatic reconfiguration. Cohesion policy—historically the cornerstone of the European Union’s harmonious development—now faces the challenge of reconciling its original objectives of territorial convergence with the urgent demands arising from shifting geopolitical balances, ecological transitions, and digital sovereignty. In this context, as outlined in the European Commission’s 2025 mid-term review, there is a clear move away from a "compensatory" model toward a "place-based" approach. Under this framework, the effectiveness of interventions financed by European Structural and Investment Funds is no longer measured solely by the capacity to absorb financial resources, but rather by the generation of measurable, sustainable, and net positive impacts.

Abstract

he landscape of European public policy is currently undergoing a phase of profound paradigmatic reconfiguration.
