In coastal management, a Master Plan is a recipe for preventing and solving problems associated with the erosion of coastal areas. Thus, it is an important tool used by public administrations for defining relevant actions and interventions in critical areas. This paper describes a priority index for determining a possible prioritization of the interventions and presents the case study of Calabria, the Southern region of the Italian peninsula. Recently, the regional administration has developed the Master Plan for defining criteria and methods pertaining to the calculation of the risk of erosion and to the classification of the various areas. Such a tool is necessary for limiting and, possibly, solving problems due to the specific climatic and coastal characteristics of the region, but also due to the wrong implementation of traditional coastal structures. Specifically, the paper shows the main characteristics of the Master Plan with an emphasis on the methodology adopted for defining the risk criteria. In addition, the paper shows specific examples highlighting the need for a holistic view when defining solutions for coastal protection purposes.

Abstract
