The main goal of this paper lies in the need to define an assessmentmethodology to search for the feasibility of strategic programs aimed atachieving the urban sustainable development. The methodology utilizes amultidimensional approach for selecting the strategic actions, in which thechoice and the feasibility are conditioned by the multiplicity of involvedinterests.To achieve an efficient allocation of the available resources, equity for differentsocial groups involved and transparency in the evaluation process, theevaluation methodology here shown was built on the conceptual basis of theCommunity Impact Evaluation. This provides the establishment of a socialbudget matrix, in order to facilitate the participation of the involved socialgroups to the decision-making process within the project, highlighting for eachof them advantages and disadvantages subsequent to the implementation of thevarious design alternatives.
