Today an optimal management of railway network constitutes a suitable and continuous requirement and it is necessary to assure to the users suitable standards of safety and comfort. It is, therefore, necessary that the Companies that have the management of the infrastructures equip themselves of an adaptive and cognitive instrument, of dynamic type, of the network, so to have an effective technical support for the decisions, at the various levels of competence. In the present paper, an opportune methodology of approach to the problem is described, where all is led back the construction of an informative network system, through an adapted mathematical instrument, to the definition of one particular matrix X xhk , with h = 1, ....., n; k = 1, ....., m, where n is the number of the system variables under study (homogenous arcs of the network, nodes, routes, etc.) and m is the number of the considered characteristic indicators.
