This paper illustrates a methodological proposal and a combined application of Delphi Method and Analytic Hierarchy Process (AHP). They are tools to support decisions – due to, respectively, the scenarios approach and Multicriteria Decision Analysis - and they are meant to approach problems and processes in which the choices have a complex nature and a strategic scope. We propose a combined evaluation process: Delphi-Multicriteria - designed to overcome some weaknesses of the approaches to scenarios and multi-criteria, while consolidating and validating by empirical experience and literature. Particular emphasis is placed on the node of the stakeholders participation in crucial decision making, normally conferred upon technical moment and managed by analyst-decision maker. Regarding the area of reference, for theoretical reasoning and its application to a concrete case, it has be given emphasis to the problem of choosing between alternative scenarios connecting the improvement of the airport of the Metropolitan City of the Strait’s (Italy) competitiveness.
