The historical dichotomy between the south of Italy and the other regions, required different national policies, which would establish the allocation of national funds differently in order to overcome territorial discrepancies. A reversal trend, regarding the national planning of infrastructural investments, has been promoted since 2015 through the formal and substantial passing of the “Legge Obiettivo” with the Public Procurement Code (D.Lgs. 50/2016) and the following guideline documents for planning, such as the attachments to the 2016 and 2017 economic and financial planning document (DEF). The dissertation deals with the legislation concerning the planning and the realization of public works and the analysis of the regulatory infrastructural developments. Coordination and collaboration are fundamental in order to face the problems related to the planning of the road network and the measures undertaken too control and to define the organisational arrangements. The road network represents a case study that could extend to other kinds of infrastructure. The present findings in the southern areas of the Country, require some measures in order to overcome the local disadvantages and the realization of infrastructural work which, together with the resulting employment and economic spin-offs, represent a system of opportunities with the aim of promoting territorial competitiveness which will attract investment. The research thesis explores the link between the economic legal and management frameworks, dealing with the engineering subject of the infrastructure, using and examining statistical data in order to create a mathematical method which will enable the manager to compare the performances of technical administrative processes linked to the realization of public works. In particular, the variables “time” and “extension of the works” have been taken into account as representative elements of the performance. The length of time taken to complete the construction of a kilometre, reflects a clear economic downturn for the country, particularly for the south of Italy.
