Obsolete and poorly performing, the European building stock represents one of the mainbarriers to achieving climate-neutrality goals by 2050. In this context, the contribution pre-sents the first outcomes of the PRIN 2022 ‘Better Policy’ research project that, starting froman analysis of the gaps that hinder the implementation of environmental policies by PublicAdministrations, proposes experimental guidelines: an operational framework articulatedaround four strategic thematic pillars: decarbonisation, resource circularity, LCA metrics, anddigitalisation for the ecological transition. Obsoleto e scarsamente performante il Patrimonio edilizio europeo rappresenta una dellecriticità che ostacolano il raggiungimento degli obiettivi dineutralità climatica fissati al 2050.In questo contesto il contributo restituisce i primi esiti della ricerca PRIN 2022 ‘Better Policy’che, partendo dall’analisi dei gap che rallentano l’attuazione delle politiche ambientali daparte delle Pubbliche Amministrazioni, propone linee guidasperimentali: un framework ope-rativo articolato in quattro assi tematici strategici: decarbonizzazione, circolarità delle risorse,metriche LCA e digitalizzazione per la transizione ecologica.
