Obsolete and poorly performing, the European building stock represents one of the mainbarriers to achieving climate-neutrality goals by 2050. Abstract

This paper is the result of a shared reflection among the Authors, all of whom are involved in the PRIN 2022 ‘Better Policy’ research project, with different roles and responsibilities. Nevertheless, it is acknowledged that M. Lauria curated themethodological structure of the paper, the introduction, and itssupervision; M. Azzalin curated the writing of the entire paperand the sections ‘Operational tools and indicators for assessing the energy efficiency and smartness of buildings: metrics and benchmarks’ and ‘Conclusions and guidelines for introducing the Smart Readiness Indicator as a strategic tool’; F. Gi-glio curated the section ‘Ecological and digital transition in public environmental policies: combining energy efficiency and building smartness’ as well as the related update of the references; M. G.
