Abstract

Issues related to the social and physical sustainability - energy, waste, etc.. - are showing more and more evident the need for an integrated approach to issues related to the construction of space, of which the dwelling is certainly one of the main components. As it is written in the Leipzig Charter (2007) need “... policy strategies for integrated urban development ... coordinated at the local level, and the wider city - region ... a partnership between cities and rural areas and among small – medium - and large cities within city - regions and metropolitan areas." They have to be based on the principles of Smart Cities (EU, 2012) to create Smart Communities where proposals must provide solutions to problems of urban and metropolitan scale through the set of technologies, applications, models of integration and inclusion. All this means identifying areas of research and original development trajectories, never possible before, in the processes of anthropization. So while social, political, economic awareness is confirming the various alarm launched in 1973 in the famous The Limits of Growth (Meadows et al., Club of Rome), the philosophy of operational responses to them - also the result of seeds such Soleri Arcology, the design philosophy guided by nature (McHarg, 1969) - is structured so as to transform what appears to be a crisis at new ways of organizing physical and social space. The paper intends to perform the critical reflections on existing experiences highlighting the need for a multicriteria reading that is capable of bringing out the various components and the direct and indirect, actual and assumed for the short, medium and long term, on a local scale and wide area. Territories and cities so as ecological space shared between technology, nature and politics that is the place where you can practice urban planning, the art of governing the polis and where they form the cives (Cacciari, 1991). The final considerations are not intended to be definitive conclusions but be hypothesis of scenarios. But that does not seem to be followed by countries with growing importance as China with cities that are spreading with tens of millions of inhabitants: this calls for a rethink of the phenomena of human and terms such as relevant examples: cities, citizens, urban planning.
