The essay focuses on the regional competence about a particular kind of civil service whose foundation is not the homeland defence, but the principle of solidarity. Despite the lasting presence of a certain degree of mixture with the traditional goals of the national civil service, the regional legislations make clear the innovative potential of this form of service. In particular, the different requirements normally allow the access of the foreigners and constitute a point of connection with the labor market for the young people, while in special cases the service may also involve the adults.
Il contributo si sofferma sul servizio civile regionale, sul riparto di competenze in materia e sul relativo fondamento (principio di solidarietà), analizzando le sperimentazioni avviate nelle regioni, i criteri di accesso utilizzati e l’eventuale apertura agli stranieri residenti.
