This paper presents a preliminary study of a methodology to implement public–private partnerships (PPP) for an agro-energy district in Tuscia Romana area (central Italy). We propose a PPP scheme (developed from Rural Evolution's methodology) to have starting guidelines, in terms of relationship between stakeholders, agro-forestry biomasses availability, and response to territorial and natural needs.

Abstract
