The Sixty years of the Rome Treaties mark the three cycles of European existence and experience. From 1946 to today – from Churchill and Spinellli’ speeches to the Declaration of the Fifty Years, and to the latest existential crisis exposed in Juncker’s Speeches of the State of the Union – this one has developed its structure in a functional sense. The Union has a hybrid form between political union and intergovernmental organism, an exception to the ideal-type state. After the enthusiasm of the 2000s, the process of integration and of the European project are living a bad crisis and today require rethinking the European project. The last part of the contribution discusses the presuppositions to restart the European project, hoping for actions, especially politic, focused on the short, medium and long term, and which include in the decision-making process also the Madrid-Rome-Athens axis alongside that Franco-German one.
I sessant’anni dei Trattati di Roma segnano i tre cicli dell’esistenza e dell’esperienza eu-ropea. Dal 1946 a oggi – dal discorso di Churchill e di Spinellli, alla Dichiarazione dei cin-quant’anni fino alla crisi esistenziale esposta negli ultimi discorsi di Juncker sullo Stato dell’Unione – l’Unione ha sviluppato la sua struttura in senso funzionalistico. L’Unione è una forma ibrida tra unione politica e organismo intergovernativo, che fa eccezione all’ideal-tipo statuale. Dopo gli entusiasmi degli anni 2000, il processo di integrazione è entrato in crisi. Nell’ultima parte del contributo si auspicano, per far ripartire il proget-to europeo, azioni soprattutto politiche, orientate sul breve, medio e lungo periodo, che includano nel processo decisionale anche l’asse Madrid-Roma-Atene affianco a quella franco-tedesca.
